
Product innovation in the U.S. Department of Defense follows an implicit rule: “Better, cheaper, faster—pick two.”
Today, the military is simultaneously confronted with declining budgets, skyrocketing system development costs, and a diverse spectrum of rapidly evolving, complex military threats. To mitigate this challenge, the Pentagon should place renewed emphasis on its corporate approach to technology innovation in order to identify and exploit opportunities to do more with less. The Better Buying Power initiative focuses on DoD’s innovation problem, but to be successful, such efforts must eschew traditional notions of defense system development. From iterative, design-based product development approaches to open, distributed ecosystems of partners and suppliers, the techniques employed by Silicon Valley and the most innovative sectors of the global high-tech economy should inform a new model of defense innovation that enables better, cheaper, and faster outcomes.
Two examples from the initial phases of Operation Iraqi Freedom speak to this point. Less than two years after the Army’s 3rd Infantry Division kicked off the ground phase of the conflict, every piece of standard issue equipment furnished to deploying soldiers, from eyeglasses to underwear, had been substituted with high-tech gear optimized for the unique warfighting conditions in Iraq. The 3rd Infantry Division captured Baghdad with no unmanned aerial vehicles under its control and only a single UAV in support. By contrast, the forces that withdrew from Iraq in December 2011 redeployed with thousands of air and ground-based robotic platforms hosting an equally impressive array of tailored sensors and mission packages.
Much of this re-equipping under fire was done without a coherent defense innovation strategy. It is a longstanding truism in military circles that no plan survives first contact with the enemy. Disappointments both major and minor with recent U.S. campaigns have only exacerbated this low expectation of planning, causing many to mischaracterize rapid technology innovation as a reactive byproduct of operational uncertainty that defies long-term thinking rather than a sustainable business model. Fueled by a steady stream of hastily crafted “operational needs statements” from the field and a seemingly infinite supply of supplemental budget appropriations, a defense rapid acquisition enterprise that consisted of hundreds of ad hoc government organizations backed by legions of defense contractors quickly emerged.
This overwhelming reaction to rapidly re-equip deployed military personnel for battlefield exigencies in Afghanistan and Iraq has further reinforced the view that an expansive and sustained defense rapid innovation enterprise is an extravagance the nation can ill afford now that active combat operations are drawing to a close. But the real lesson to be learned is that the absence of a consistently applied and commonly construed defense innovation strategy has led to inefficiency, redundancy, and even abuse. The dysfunctional system we have contributes to the mistaken idea that doing things better and faster inevitably costs more and can only be accommodated during periods of budget largesse.
Crafting a corporate defense innovation strategy requires that DoD critically evaluate its rapid innovation experience from the past decade of conflict. Any reform should be assessed with an eye towards defining practical frameworks and business rules that can be promulgated across the entire defense enterprise. Augmenting these lessons with scalable and sustainable innovation techniques from commercial tech industry can provide a foundation that underwrites the full spectrum of defense capability development. The first step in this process is to assess examples of how Silicon Valley innovation techniques have been successfully internalized and analyze the relevance of such practices for broader scale adoption across DoD. The Constant Hawk program is one such example.
In 2004, U.S.-led land forces in Iraq began to see early signs of the systemic and widespread use of improvised explosive devices targeting coalition operations throughout the country. IEDs were a cheap and deadly weapon that would ultimately account for over two-thirds of military deaths from hostile action in Iraq. By early 2005, U.S. military leadership realized that countering IEDs required a more comprehensive approach that targeted the networks underwriting their manufacture and supply. However, despite DoD’s commitment to invest hundreds of millions of dollars in this effort, the fact remained that the organic development of the needed capabilities—even leveraging new rapid acquisition authorities established by Congress—would take years.
At the same time, a little-known military intelligence organization called the U.S. Army Technical Operations Support Activity was enlisted to scout government and industry for existing technologies that could be quickly repurposed to support counter-IED missions. Unlike similarly aligned efforts, TOSA was tasked to evaluate only pre-existing government and commercial products that could be modified and fielded in less than 12 months. The organization quickly developed a network of affiliates to prospect the technology base and design operational concepts that corresponded to emerging combat needs.
Unlike conventional warfighting scenarios, the counterinsurgency campaign in Iraq did not offer well-defined, fixed targets around which aerial surveillance assets could be deployed. To the extent that it was difficult to know when and where an attack might take place, surveillance aircraft were often ineffective at collecting actionable imagery using conventional narrow field-of-view camera systems. TOSA identified a wide-format camera system—used in such Hollywood blockbusters as Jurassic Park 2 and Terminator 3—as a candidate technology for providing enhanced overhead imagery support to operations. Based on inputs from the intelligence and military end-user communities, TOSA developed an operational concept for the wide-format camera in support of the counter-IED network characterization problem. This program, Constant Hawk, functioned as a kind of “TiVo in the Sky,” enabling analysts to replay attacks recorded in the imagery data and track the assailants back to their points of origin. Over time, such analyses began to reveal the logistics and supply networks underwriting the manufacture of IEDs, allowing coalition forces to disrupt these networks.
The first Constant Hawk systems deployed to Iraq in mid-2006. The unique, synoptic imagery information furnished by these systems allowed operational commanders for the first time to quickly, accurately, and systematically identify the critical nodes in local IED networks, seriously degrading bomb-making activities in IED hotspots like Baghdad. Constant Hawk became one of the primary tools that led to the precipitous decline in IED incidents in 2007 and 2008. In addition to being named one of the Army’s greatest inventions in 2006, its success led to a number of successor programs like the Defense Advanced Research Projects Agency’s Autonomous Real-Time Ground Ubiquitous Surveillance Imaging System and the Air Force’s Gorgon Stare.
The real innovation of Constant Hawk may have less to do with the technology than the commercial business practices that led to its development. Unlike the traditional, linear development approach favored by the Pentagon, Constant Hawk followed an emergent development path reminiscent of the techniques favored by commercial high-tech industry. While such a development model has not yet found fertile ground in the conventional Defense Acquisition System, it is nonetheless an approach that has consistently allowed Silicon Valley to set the pace for global technology innovation, enabling both the efficient use of capital and the development of successive generations of scalable product innovations at faster and faster rates.
DoD’s future ability to effectively deal with a blinding array of complex military challenges, many of which are fueled by the commercial marketplace, requires the Pentagon to rethink its fundamental approach to innovation. The old calculus, where innovation output is largely organic and proportional to research and development expenditures, must be put aside in favor of a new model that recognizes the non-linear benefits of innovation practices that have found a home in the commercial tech base. In formulating a corporate defense innovation strategy, the prior efforts of the DoD “intrapreneurs” who have successfully translated such practices to the military context should serve as a lodestone in the development of a more comprehensive, scalable, and uniformly applied defense innovation platform. Along the same lines, emerging activities like DoD’s Technology Domain Awareness and the associated National Security Technology Accelerator initiatives, which seek to identify and amplify commercial product and process innovations susceptible to defense applications, should assume a more prominent role.
Technology is the new “high ground,” and the organizations that innovate the fastest and most efficiently will seize the initiative. Should DoD constrain innovation to conventional notions of defense product development where better, cheaper, and faster are mutually exclusive propositions, the U.S. military will be severely challenged to maintain its decisive technological advantage relative to adversaries who more fully internalize commercial markets and open innovation practices.

Overall I really enjoyed the article. I would just call attention to one key piece that is missing. Nothing in the article addresses the current POM process or the lack of requirements training users receive.
With so many things in sustainment now after years of war, program managers struggle just keeping items from old innovations in service. The ideas mentioned are great, but they don’t answer the fundamental question of how an innovator gets money to do what you suggest. Without a rethought process to get money laid into the POM, the above suggestions, while great, die on the vine.
The next issue I would call attention to is a lack of user training on what a true functional requirement is. As a former user now turned program support I see clearly how misguided I was when I used to request support/equipment. We send program managers and acquisition specialists through a multitude of courses that span years, but the operators are never given any training on requirements. There isn’t even a rough guideline that they can follow to better understand the process.
Two areas where we could see significant impact in the implementation of “Better Buying Power” and other innovation strategies is through a rework of the POM process and a better user engaged/trained strategy for requirements.
Agree that Pom process needs reform for rapid acquisition . The other long pole is the cumbersome testing community that wields tremendous power. We fielded the Stryker BCT in 2 years from requirements ID to equipping of the first BCT. This required a focused team that defined clear requirements and involving the test community early on in the requirement definition process. The army and marines are relying more on off the shelf/ COTS equipment. we need to get away from the notion that every piece of equipment needs to be ruggedized and built to withstand every possible environmental condition. The real challenge is how to build and equip a force for an uncertain, ambiguous threat. During the Cold War we had well defined threat and we built a heavy force to fight in Europe. We need a base force that can be quickly tailored and equipped to fight wherever needed. For instance, the force we have now is not equipped or prepared to fight in the jungle or in extreme cold weather conditions. Equipping that base force in an era of austerity with our current POM system is the challenge we face.
Good points. The reason why we wrote this article is because there IS a new initiative designed to drive specific dollars into the POM as you suggest. However, training the “user” is another story…and another article.
As Stephen indicates, this article is kind of a primer for a more thorough analysis of a new DoD initiative called the National Security Tech Accelerator (NSTA), which is billed as a focal point for aligning emerging needs (i.e. things not explicitly accounted for in the formal requirements process) with potential technology options derived from an expanded Defense Innovation Base. But one of the keys to making this work (as Mike rightly points out) is discretionary capital. The NSTA is reportedly being underwritten by multiple, flexible contracting mechanisms that are designed to provide a channel for discretionary DoD funding from PMs, COCOMs, and other entities to sources of innovative new products and solutions. In reality, I think the only way that the NSTA will ultimately be able to scale is if it also provides a focal point for private capital to co-underwrite tech that is susceptible to defense applications.

You just described one key source of the problem – the formal requirements process. “Emerging needs” is just another way of saying requirement, and the process of service and then joint ‘validation’ of said requirement is what takes years (without actually getting a technical or economic analysis that should be part of any validation).
The second issue is that budgets (POM cycle) are based on validated requirements and then flow down through Title 10 to the PM. No one above the PM, save Congress can legally fiddle with that money. The only way you can have a portfolio approach to all of the products under a given acquisition authority is to allow the leadership above PMs to move resources from the less promising/performing to the efforts that are showing better results.

As related, the challenge to innovation deemed from my hard lessons learned in this arena, as a former scientist/red-team leader/semi-innovator, is this. The overarching challenge to inculcation of best-change-practices in both the intelligence and defense sectors is simply that these are risk-adverse cultures driven by performance standards institutionalized through evolutionary RDT&E and the last war fought—tis the business model of preferred practice.
Chance and change aversion is seemingly most prevalent among the upper-middle echelon decision-makers; they, especially toward any structural or services-based reformulation. It is a resistance driven by fear, fear supposedly institutionalized by the ‘old-guard’. Actually, that is a ghost-notion having a strong apparitional hold, for it is but a notional grippingly enforced by ‘those-in-charge’ who feel safe within the current structure or ecosystem. Any improved methods demonstrated outside their span of control and influence, (i.e. outside the POM RDT&E process for that agency) are not the standards by which the product and their job (career) performance are measured. Thus innovation is falsely deemed a risk and a threat.
The challenge is not with technology. Technology is neutral. The dynamic needing change is the resistance-to-innovation barrier that is driven by socio-culture investments and alliances. It is only natural that society and social behavior lag technology and its use-adoption. What is not natural, and damnable, is that those who are dependent, the warfighters, upon capability improvements, which are only rapidly/timely evocable by innovation, are too often hamstrung by these accoutrement-cultures who do not well embrace innovation as the primary risk reduction agent for current and future warfighters. All too often, these ‘all-too-safers’ and their cohorts the comfortably-numb Nome-de-plumes, within these well-nourished ecosystems, only/just allow for the mimicked pale reflections of innovation and change. For often as not, their vision of innovation is imperfectly connoted with, or expected to be born from, or be adopted from traditional and internal RDT&E. Innovation is broader than RDT&E. To achieve timely holistically integrated technology having best-served warfighter utility for current and future needs requires a deeper and wider innovative model. These innovation models/engines are not feed or well supported by most traditional and current RD&E and procurement processes. Often absent in RDT&E is re-formulation, for innovation requires continual re-formulation. Reformulation supports alternate approaches affording discoveries and discoveries feed heuristic and ontological model with appropriate inputs.
Effective cultures, institutions, entities, and even simple organisms all selectively innovate for survival through their sustained capture of the ecosystem’s resources. Effective innovators need a mission, innovative-models, a well-honed accurate vision-shared, and agreed upon flexible approaches. To be judged effective innovators for our warfighters, the culturally-embraced mission must be married to the needs of our warfighters (both current and future). Any family of innovation-models adopted must be born from a near-perfect vision of futuristic military and intelligence needs. The vision can be thought of as akin to a near-sacred-lover: entrusted; absent assumptions as much as possible; and given the liberties to grow. Yet with that said all partners must be bought into and have the relishing understanding that every innovation has an expiration date. Thus the family-of-approaches-of-choice need be likening to a series of investigative and mild sophomoric infatuations. Approaches need be passion-balanced, with the stake-holders having expectation and excitement for quick transition to other pathways of discovery opportunity. These four ingredients: passionate mission as if married to warfighter needs; representative heuristic and ontological model-engines that afford and support innovation; a well-honed accurate vision-shared; and flexible yet competing alternate approaches are all necessary components for ensuring a culture supporting successful innovation. Wherein, success in this arena is a legacy of effectiveness in providing warfighters with affordable tools having best utility, all near-seamlessly and timely institutionalized—through innovation.
