Tensions between Ethiopia and Somalia spiked earlier this week. The Ethiopian government reached an agreement with the leadership of the break-away territory of Somaliland that would give Ethiopia port access in return for possible recognition.

To tell us more, we're joined by Jeffrey Feltman, the John C. Whitehead Visiting Fellow in International Diplomacy at the Brookings Institution. From April 2021 to January 2022, he served as the special envoy for the Horn of Africa for the Department of State.
