In spite of the high number of civilian deaths during the Syrian civil war, the international community has made it clear that the use of chemical weapons would not be tolerated. And yet it appears that the Assad regime used such weapons on the Douma suburb of Damascus this past week. Jason talks with Sam Heller of the International Crisis Group about what happened, what is likely to happen, and how to deter the Syrian government from using chemical weapons in the future.
