Jeffrey is the director of the East Asia Nonproliferation Program at the James Martin Center for Nonproliferation Studies at Middlebury Institute of International Studies at Monterey. The two discuss what Russia’s exercises can tell us about how Russia would move nuclear warheads into the field ahead of potential nuclear use in the war in Ukraine.
