As U.S. partners begin bypassing Washington to form strategic relationships with others, especially in defense acquisition, Ariane Tabatabai and John Drennan argue that Washington must decide what role it wants to play. The bypass network will happen with or without American involvement, they argue, so it's better for the United States to settle in as a facilitator of these relationships rather than a competitive blocker.
