Europe is under growing pressure to take greater responsibility for its own defense and security, and much of that pressure falls on the European Union's institutions. In recent weeks, the European Commission president floated two ideas: offering Canada associate E.U. membership and creating a new crisis decision-making forum for leaders of the E.U. and some of its key allies.
