Jason Robertson)In your 2021 article, “Killing Terrorist Leaders Is No Silver Bullet“, you wrote about the potential for the killing of a high-level member of an organization to breed more extreme and violent individuals and groups. At what point does the benefit of killing a leader outweigh the risks of creating a new wave of extremists?Just as there is no silver bullet for dismantling a terrorist group through decapitation strikes, there is no magic formula for determining the cost–benefit equation for killing a leader versus the risks of creating a new wave of extremists. On balance, there is nothing wrong with eliminating terrorist group leaders or other high-value targets. But, if during the process of seeking to eliminate a terrorist leader, a counter-terrorism force kills large numbers of civilians and decimates a country’s infrastructure, it could be an important factor in radicalizing non-combatants and individuals who were previously not sympathetic to the cause, objectives, or grievances of that terrorist group. There are other variables to consider as well, including if targeted assassinations consistently violate human rights and international law, [then] this counter-terrorism tactic could have moral, legal, and ethical implications.Now, in the case of a high-value target, let’s use Osama bin Laden for example, the benefit of killing a terrorist leader may be so laden with strategic benefits that it could almost always be perceived in a country’s interest to do so.
