Heard threads in this discussion about long-term ideas on developing a U.S. Cyber Force. Eventual establishment of USAF was the model. One argument I haven’t heard to date however is using the Merchant Marine as a model. This model would develop a combined active duty/reserve force capacity positioned to 1) proactively integrate drilling reservists in industry, 2) have this industry savvy/networked reserve cadre available for active duty recall in time of conflict, and 3) normalize cyber training at the undergrad level for matriculation into all services.
I bet DOT would even consider divesting itself of USMMA to transition that school for such purpose. More here if you are interested: http://bit.ly/1MgkgIj
