  1. Right on, Pete. A successful offset strategy must combine technological innovation and human ingenuity. We have unique human capital advantages, after 10+ years of joint conflict operations; that, combined with the right mix of technology, creates unique advantage and winning approach (whether we’re talking about near peer competitors or non-state adversaries).
