On April 12, Indian and Pakistani troops exchanged mortar and artillery fire across their disputed border in Kashmir. Three Indian civilians were killed, and two Pakistani civilians were injured. While the nuclear-armed neighbors regularly exchange fire, that this has continued during the COVID-19 pandemic stands out, and demonstrates that the military dynamics between India and Pakistan have a life of their own.
