Deterring North Korea

Can North Korea, and Kim Jong Un in particular, be deterred? The country has tested nuclear explosive devices six times since 2006. It currently possess a nuclear arsenal of approximately 60 warheads, potentially deliverable on a variety of platforms, including intercontinental, intermediate, medium, and short range ballistic missiles, and at least one submarine-launched platform.
